Consent Decree Data Collection

In 2003 the City of Tulsa signed a settlement agreement (Consent Decree). The Consent Decree mandated that specific data be collected and maintained by the Police Department. This data is being made available to the public in two formats.

The first format is available by selecting the Raw Data Download link. The data provided will be able to then be imported into any spreadsheet or database software program by the user.  The files are zipped.  Clicking the link will download the file.  A program to unzip the files will be required.

The second format is available by selecting the Report link. The user will be able to view and/or print a readable report. Adobe Reader is required.

Data is for March 1, 2008 - May 31, 2008

  • This data is raw data. According to the Police Executive Research Forum (PERF) there is no agreement among academics of how much disparity is acceptable. There is no single preferred benchmark for analysis of collected data and, according to PERF, no perfect method for analysis. PERF goes on to state that the existence of disparity does not equal the existence of bias.
